Fix lag? Spyware?

Friend of mine started getting tremendous lag and disconnects when trying to play games and gets pings around like 10k. He thinks it may be spyware. How can he get rid of it? Or what else could it be?

Download Spybot: Search and Destroy or SUPERantispyware. Update them and run the scans. Then download AVG 8.0 or Avast. Update them and run the scans. Lastly, download CCleaner and run the Registry Analyzer. Fix any problems. If the lag is not gone, then it's probably the ISP.
