Files After Partition

When a hard drive is re-partitioned, does it still contain any of the previous files on it? Or is it completely wiped clean?

I know some files that appear to be gone can be found with special software, because they really haven't been erased. Is that just the case with removing files from the recycle bin?
 
To totally wipe a drive and make data unrecoverable you need to overwrite the hdd with zero's, preferrably three times to ensure total non recoverability.

Software like GetDataBack can retrieve deleted files from a formatted hdd, providing they have not been overwritten.
