Default file missing!!!!!

while instaling windows xp on my old laptop, i get the message that it canot install "oembios.bin". i get the option to try again or continue. it wont install if i try again. so if i continue, everything goes fine.
once i have installed it all, i boot up my lappy and get the message that "'A problem is preventing Windows from accurately checking the license for this computer - Error code: 0x80070002"
i am sure this is due to the missing "oembios.bin". but how would i get over it? and why is the file missing from my disc?
it worked on my own p.c!

Maybe just a scratch or something on the cd, clean it and reinstall. Then I can almost assure you that it will work.
