Fax noise on phone line

Here's the deal. I am somewhat knowledgable about pc's, but this I can't figure out. Recently, our phone will ring and we get a noise that sounds like a fax machine. However, you can hear the person on the other end. I don't know if it's related, but we recently upgraded to McAfee Internet Security Suite 2007.

Also, I use dial up internet.

Yeah it's just what dial up does, that sound you hear is it dialing out. Not to worry, pretty standard with dial up!

The problem is that it sounds like my modem is dialing when we get a phone call. You can hear the person talking, and they can hear me. We both hear the painful dialup noise.

Ah right, sounds like a double connection somewhere. Do you have one of those connections that like splits the phone line connection into two?

Nope. Pc and phones all have their own phone jack in the wall. My first thought was a program was trying to dial when the phone line was active, but I can't find any programs that are trying to do so.
