It's a huge fan and might just run at that speed.

It's kinda slow but with acute blades it will shift a lot of air.

I think if thats the speed it runs at then increasing the fan speed, if possible, will make it noisy...

EDIT: Sorry, just read the previous post.

However I read some of the reviews and someone has stated that they cut the thermistor to have it run at 100%.

+1 to Remeniz, it just run at 800RPM, it's not that low for a 120mm.
