External HDD problem

So my one external hdd crashed so i bought a new one, and with the case i can plug the HDD in, turn it on and use it. Well when i turn it on with the new HDD it can be safely removed in the icon tray in the lower right and it shows up in the device manager. But it does not show up in "My computer" so i can access it and store things on there. The tech i work for says it might because all the E. and F. Drives might be taken and i need to set one for the new HDD, is this right? If so, how do i set it to a new drive path and if not what are some other possibilities?

I've never personally encountered this problem before, but if you go to disk management, you might be able to assign the drive a letter there.

Right click my computer -> manage
