Exchange HELP needed

Running Exchange 2003 on a domain. One critical user cannot receive email through the cloud. Locally, she can send and receive. When I try sending her an email, I'm told that the user cannot receive email because quota is full. It is NOT a quota issue. It simply can't be. She's nowhere near her quota, but we removed her limit anyway, and are still getting the SAME error message when sending her email. Other users with quota limits are functioning just fine, and they have more stored than she does.

Exchange is acting funky, in that when we go to the mailboxes and right-click a mailbox, there are NO functions that we can use - no actions whatsoever. And that's not just for her, that's for every mailbox on the domain controller. We were going to backup her data and delete her mailbox or even her user account and create a new one and restore, but this problem means we can't even do that.

Please help!
