Default Double layer burning

My computer has double burning 8.5 GB max capacity but im not sure what this means??? and I see where I can burn music and "data" DVD but it dosent say I can burn regular movie DVDs, Do I need a special program to burn DVDs and if so which one should I get?

Any program will do. Media Player can do it, Nero is another software that does it too. For Dual Layer burn, you need to make sure your DVD burner support DL burn and the media also support DL burn. It will say DL on it.
