Default does having a crappy monitor slow down your gameplay?

i read from a different post taht said the refresh rate of your monitor slowed down the fps...so does that mean since i have kind of an old model monitor that it could be slowing down my gameplay?...and is that talking about the hz? thx

it can,
but typically the monitor will only affect it if the video card is up for it, hence, if you monitor supports HD, youll only get HD if your video card can output it, but if you have an extremely shitty one(like more than 10 years old) and your trying to play half life 2 on high settings, you might have a problem
