3.I'm thinking the LTs power cord is really a AC to DC inverter suppling 12V ?

The laptop's power adapter converts the AC from the wall socket into a DC voltage (typically 12V to 19V). Within the laptop there is additional circuitry that derives whatever other voltages are required from that.

Technically speaking, it's referred to as a converter. An inverter goes the other way, inverting a DC voltage (typically 12V) into AC voltage (120V in the US).
