Do I need Water cooling?

"By the way, our personal preferences go exactly to SilverStone FM123, as to the highly efficient, convenient, and extremely flexible fan thanks to a sensitive multi-functional rotation speed controller. But these are our personal preferences. The final choice is yours anyway, and we hope that this roundup will help you make it. Finally, we didn't touch upon the life time of the tested fans and their availability in the today's market on purpose: it is still too early to make any final conclusions…"

I trust xbit more over that random guy on those forums...

Also notice how the only thing louder than those are the Scythe Ultra Kaze. There isn't any need for any normal person to have a fan run at such high speeds. A 47 CFM Yate Loon would be fine for most people. And if you do need fans that fast, it would only be on a heatsink.

In that case, I would use a Sanyo Denki San Ace 1011. They undervolt really nicely and get really quiet. The only reason I'm not using mine is that I don't have screws long enough for my heatsink.
