While I haven't been completely satisfied with my dell, I will admit that it's really quiet. They all use BTX cooling (or at least to the best of my knowledge) and I can't hear mine when it runs. I've left it on overnight to defrag, scan for viruses or whatever and I can't hear it and the computer is pretty much next to my bed. BTX is also pretty good at cooling too, I'd say if you want a quiet PC get a dell but if you're not too fond of dell then go acer or build your own.
