Default Dell Precision M6800

I have a client's M6800 with me due to it's being very slow running CAD. After exhausting all usual performance triage, I've discovered that for some reason, the Processor seems to be throttling.

The only way I've found this is to look at the Windows Experience Index, and the i7 processor is showing a meager 2.9 rating. I don't ever use this as a benchmark, but sometimes as a diagnostic tool.

This processor in my mind should be showing 7.0-7.2 at least. Checked temps, it's not thermal throttling. power management is in performance mode, minimum processor state for AC power is 100%.

any ideas?

I was about to suggest looking in the power options when you stated you already did that.
Try the bios.
Might be an underclock or some wrong CPU settings has been applied.
