Default Dell Optiplex GX280 power button rapidly flashing amber

Whenever I plug it in, the power light rapidly flashes amber. However, it is off beat. (it doesn't flash at exactly the same time as it did before) This is not my computer, as I found it in a basement. The hard drive was marked "WIPED".
Even though I do not plan on fixing it, i would still like to know what the problem is.

I also found one that does start but for some strange reason there is no molex connector for the hard drive. However, there is a SATA connector. I can do one of the following:
1. Buy a SATA to Molex adaptor (One of the best options)
2. Buy a 2.5" to 3.5" adaptor (since I have a 2.5" SATA hard drive) (A better option since that hard drive is 100GB and the 3.5 is 40GB)
3. Buy a SATA hard drive (Probably not the best option)
Dell Dimension 8300, 2GB RAM, Pentium 4 HT 2.60 GHz, 2 80GB HDDs, Radeon HD 3650
