Default dell flat panel feature

I have a dell 1905fp, the 19" flat panel ultrasharp, with the 4 usb ports. I already have the dvi cable connected. But, to use the usb ports on the monitor, do i have to also connect the monitor to the computer with the usb cable?

Yes. It is called an intergrated USB hub. In order to make them work, you need a free USB port.

do them ones do the whole it one item conected is using usb 1.1 it brings down all the USB 2.0?

No. USB 2.0 plugged devices will not be affected unless running on the hub.
