Default Curious about power supplies

Hi all, my emachine T2825 won't turn on. Well id does, kinda.
The fans (both) are running, and the yellow light on front panel indicates that the pc is reading the hard drive. I was thinking that my power supply is bad. I know that emachine has a rep for bad ps, but I'm curious about this: Would the fans and light still work if my power supply went out? I checked my caps, they look good, everything "looks" good. I just don't want to buy a new power supply if that's not the problem.
Any thoughts?

If your PSU went out you fans would not spin. My Dell's PSU died and all I got was a yellow flashing light.
