CPU lowering it's voltage to prevent melting?

Alright so I've got screenshots of my temps that I will show off, but the main issue is that on boot I get a bios message "CPU Temperature overheating".

This is completely new tonight, I've blown the dust out, until I can get some compressed air, though it is not that dusty.

My main concerns are if this is going to affect the condition of the processor or anything, and can I continue to use my computer all the time as I currently do, since the current core speed is at 1600mhz instead of the 2800.

48C is pretty hot for idle. Try redoing the thermal paste and creating better airflow inside the case. You won't wreak the processor running it at a lower speed. (Laptops do it often to save power.)
