CPU Fan

I have a Artic Cooling Freezer 7 Pro cooling my C2D e6600. Whenever my CPU temps are below 32C my cpu fan stops turning. Whenever the temps are above 32C it starts spinning again. Anyone know of any setting I can change or something I can do to keep the fan turning the whole time?
