Control Panel Applet not loading! HELP!!

Hey everyone, I'm new here so this is my first post.
Anyways.

For the past week or so, one of my Control Panel applets has not been loading.
I go to the Control Panel, double click on it, and it shows the little hour glass by the mouse pointer and then nothing comes up.
Before it would load but now it doesn't
This has also been happening for some programs as well.

How can I fix this?
Any and all suggestions will be appreciated!!

By The Way, I am not a newb at computers. I have expert knowledge but this one damn problem I just cannot fix

maybe malware, or somethings that not installed ?.... maybe just try re-install of xp or a format
