Default Connecting to School Proxy

Ok, Not for illegal reasons or anything bad, But say theoretically I wanted to connect to the server we use at school over the network for our proxy. Would it work the same way over the internet as it would the network? which is type in into the proxy setings, then 8080 into the port?

or would there be more steps?

No real reason for asking, just curiosity, dont see what the harm would be if I asked lol

No, it wouldn't work with that IP Address, as is a blocked range, as a lot of places uses this as internal IP addresses, exactly the same as, If you could gain the external IP of the proxy server on the other hand, it may be possible.
