Confused about AMD processors

Ok, i'm going to be building a computer from the ground up and I wanted to use an Amd processor, but the only thing i don't get is how fast the processors run, this is going to be a computer on a really tight budget, so this is the mobo & processor i want: http://www.tigerdirect.com/applications/searchtools/item-details.asp?EdpNo=1197962&Tab=2&NoMapp=0

So My question is...How can you tell how fast the amd processors run?

i would suggest going with the asus a7n8x motherboard and an athlon xp 3000 or so. This would probably be 50$ more then what you have now but definatly worth it.

What is your really tight budget pls? Tell me amount, I find you best thing for your money.

By really tight budget, I mean around 400$ or less. This isn't going to be a gaming computer, but right now im using a P2 450mhz processor with an 8 meg video card. The best thing about my computer is the ram, and ive only got 384 megs of that. So anything would be better.
