Computer won't switch on...

I recently built a new computer. Using an existing case with a 230w power supply, probably a bad idea. The new computer was AMD Athlon 3800+ X2 processor, 1gb DDR2 ram. 300Gb hard drive. built in 6100 geforce graphics. It worked fine for a while, no problems. Until one day it wouldn't go past the windows splash screen, I thought it may need a new power supply so I bought one. I'll admit I'm not totally sure where to fit the new cases power switch, HD LED switch etc. But it would seem there is no power at all. The new PSU is 400w. When I switch my computer on, no noise. When I switch it off, it makes a noise as if it was trying but failing.

Sounds like maybe it's a motherboard problem instead of a power problem. Have you double checked everything to make sure it's hooked up right? Just look in the motherboard's manal and it will tell you where everything needs to be hooked up.
Also, does your motherboard have a light that comes on when it has power? Is it on?
