Default Computer wont start up

I tried to reformat my desktop PC today and after it gets done reformatting and loading files it freezes at the "loading your personal settings" screen. I have tried reformatting it with backup and then without backup but it freezes at that screen. Is my PC done or is this fixable? I have windows XP.

that happend to my laptop . the freezing i mean.
all i had to do was reset it like 5 times then i could finaly get in.just keep reseting . u might get lucky
