I know that you just reformatted and all.But, what programs do you have running that are set up to look for updates automatically. I had this issue and took for ever to find it. It was an two different programs that were set up to look for updates every 30 min and there was no way to change the settings in them so I just removed them and the lag issue stopped also. U can't see these so you will need a program that monitors your internet for activity and logs it. Play the game and compare times when lag occurs and then compare it to the log and see if they match.

What program should I use to track my internet logs?

I think my automated one is only Windows updates
