Default Computer software of hardware changes?? can't boot!?

ok it seems everytime i go out of town or ignore turning on my computer for 2-3 days when i come back... it won't boot! it says somethign along the lines of... software of hardware changes may have been made and cannot boot, then it asks me if i want to try booting to the last working configurations or load windows normally. it also gives me safe w/ or w/out netmowrking (is it networking, i think so..) and when i chose 1 of the first 2 it goes to the windows screen and the bars go across and thats it...they just keep on goin, iek the enegizer bunny. PLEASE HELP ME! what is wrong and how can i fix it?? i would love to fix this without another damn reformat. thanks alot.

ps: this si the second time it has done this.

iv never had the problem but im sure you can fix it one of two ways. number on you do a system restore, and number 2, boot in safe mode, and take out and invalid start up enteries
