Specs?

I would be inclined to think its an OS error, but there are a few possibilities to rule out first.

First thing to do... run a memtest.

Since you said this issue is still happening even after you installed windows 7. I would like to think that this is a hardware problem. You might want to check the capacitors on your motherboard to make sure none of them are leaking. Try swapping the RAM modules in the slots. Process of elimination...

It could be os IF he upgraded from vista.

Memtest is probably the best idea if its an intermittent problem.

I use memtest 86+ built in to the ubuntu liveCD because I always have one lying around. Fine for me.

If you believe it is hardware, then run a ubuntu liveCD.

boot off it then go to a terminal and type this: sudo apt-get install wine

it will then install a windows compatibility layer. Stress the hell out of it with prime95/whatever else you can think of and try to make it freeze.

If it doesn't happen, sorry its OS. you will have to format. At least its a free fix.
