Default computer freezing gpu related? need help

a little background info- had a gtx460 since the day it came out, card was great but now 2-3 years later its a little outdated so i decided to buy a new one (gtx660) picked it up for $185 got it everything looked good blah blah, plugged iit in and boom computer just non stop freezes, the whole system dsnt, but the picture on the screen does, the computer is unresponsive for like 2-3 min but you can still move the mouse around, after a little everything will come back and work good, then another 5-10 min later boom same thing, freezes and i have to wait for it to come back again, everyoner was telling me maybe bad drivers or something so i just all in all deleted my harddrive and reinstalled windows vista and same thing is happening, so i know its not a driver issue, is it possible the card is bad?
