Default Computer doesn't restart properly

I recently reformatted my computer (about 2-3 weeks ago) and ever since then, whenever I wanna restart my computer it seems to go without a hitch but when the monitor goes off, my computer stays ON! Now, this only happens when I restart, if I shutdown the computer it turns off just fine. Anyone have any ideas?

I'm using Windows XP btw.

Try doing a repair of your OS. Sounds like some files got copied over wrong.
