Default Compositve video

I have a composite video cable.

If a tv tuner says composite video in, does that mean that if i connect the composite to a tv to pc, the tuner on the pc gets tv displayed on the monitor or does the tv get whats displayed on the pc?

That means input. Like a dvd player into your video card, and out your moniter. I think..
