The keyboard rapidly flashes the 3 LEDs ([1] [A] [^]) while the computer is shut down. It is a PS/2 keyboard.

just unplug it when the computer is off? It's probably just saying that it has still got power going to it, not sure to be honest

Are you positive it is actually shutting down as opposed to just going into hibernation? One other thing to check is if the BIOS has "wake on LAN" enabled.
