Compaq CQ61 Power Issues

I have a Presario CQ61 that is having some power issues.

I put the charger in and get the responce white light right next to the port telling me there is power going in.

However I cant seem to run the laptop just from AC power alone.

When i remove the battery and press the power button it just wont start. I still however get the power received light near the port.

Now after a short while when the battery is charged then i can turn it on and run the system however the battery will not charge.

Tested output with multi meter and getting 19.5 V (the laptop needs 18.5).

Charger, battery or port ?

Surly this laptop should power on without the battery ? If so then it has to be the charger or port.

I would rule the battery out since it does charge - though I have to ask how you are charging it?

I would then test the adapter on another laptop or test the laptop with another adapter. That would be the simplest way to determine which of the 2 (charger or port) were at fault.
