Default Comp Probs!

I recently built my computer, and spent a pretty penny on it. There is one big problem though, i get unbelivabily bad Fps, in the game im currently playing CS:S. I only get an ave of 40Fps. There has been instances where my comp has shown some of its power, for instance i played a round one time and ave 100Fps, which sounds right. If anyone can help me, give me tips anything it would be very welcomed.

Specs
X800XT all in wonder
1gig hyper X ram
P4 2.4
Asus P4P800E
500 Watt Psu

make sure all your rates are set correctly in cs:source, also is this the only game you play? do you get higher fps in any other games?

well i don't play cs:source, only cs 1.6 and from what i've heard the rates are different on the two different half life engines that they use, so i wouldn't know but search around or just wait, someone's bound to help you out.

i doubt that's the problem, if it was because his fps_max was stuck at 40, he wouldn't be getting 100 fps on occasion, he would be getting a constant 40 fps.
