Default Comp Problem

I have a new computer so we kind of build another one out of parts we had around. The specs are
AMD XP 2800+
Epox 8rd3A+ MOBO
450 Watt Power Supply
Geforce 4800
768 gb Crucial ram
80 GB WD Hard Drive
DVD rom Pioneer

We reformated the hard drive fine and installed windows. however, It is really slow like pentium 1 on 16 k slow loading up. ANd then when I try to install the mobo drivers on the computer its No I/O device when you click the cd rom driver any ideas on this?

This is a fast processor, perhaps the fsb is set to a lower setting.
Some systems control it by a jumper on the motherboard, or by the Bios...
