Your drivers are probably installed wrong but dont know. Green lights and stuff thats just strange.

By any chance does CSS have options to change OpenGl to Direct3D by any chance? Softmodding this option to what the game is suppsoed to run on "Direct3D" will cause some effects like that.

For instance, if your video card isn't good enough to run Half life 2, you can soft mod it using RUN or something to have it change effects and change the way it renders to make it faster.
