Default Check this processor

http://www.newegg.com/Product/Produc...82E16819104005

do you think that would be a decent CPU for basically a really cheap computer im building for my younger brother?

Also, if you were to compare it to an intel chip, what would it be? ex. Pentium 4 (1.8Ghz), Pentium 3?

Yeah, that should be fine for just surfing the web, listening to music, playing some low end games. The P4s can't compare to any of the lower end AMD CPUs. Although this might give it a run for it's money: http://www.newegg.com/Product/Produc...82E16819116040 It's built using the new core architecture but is single core and basically just an E2140 cut in half.

Semprons are pretty bad...but it should be fine for basic office apps.

Better than a P3 and probably better than a P4 of the same price.
EDIT: Actually, this looks like the best buy: http://www.newegg.com/Product/Produc...82E16819103199
