Default CD-ROM not being recognized

Hello CF,
I was working on my neighbors computer and ran across an interesting situation. He said that about two years ago his CD-ROM's stopped working. I double checked the cables and took them off and reattached them but neither the BIOS nor Windows will recognize the drives. I told him that it's possible the IDE port on the motherboard is dead as that's the only thing I could think of. I would like to get this working for him. There's power going to the CD-ROM's so there's no issue there, it's just that they aren't recognized by the BIOS or Windows. Would a new IDE cable help? Any other suggestions?

What're the jumpers set at on the drive?

The drive on the end is set to master and the one on the middle of the cable is set to slave.

I'd try a different cable. maybe that one is just toast, if any of the wires broke off inside.
