9 fans at 1650 RPM would drive me crazy unless the whole case was lined with sound-suppressing foam. You should be fine with anything from 1000-1200 RPM, maybe higher on the heatsink fans.
Also, don't buy Yate Loon fans anywhere except for Petra's Tech Shop. There are tons of knockoff Yate Loon fans on the web, Petra's is one of the only ones that orders direct from Yate Loon. The biggest difference from the knockoffs is that Petra's Yate's use a motor for a 120MM fan, whereas the knockoffs use a motor designed for an 80MM fan.
