Default can't see foreign language on windows

I have some songs that are in korean and japanese, but I cant view the names or the artists, they show in weird signs. Does anyone know what the thing is called that makes your computer read foreign languages?

Could you explain this in more detail? Like what are you trying to use to view it?

my korean and japanese song file names are in weird symbols, instead of the actual name.
