Default cant do much? restricted? hardly allows any downloads?

purchased this dell used and im guessing it used to be a hospitals.now i cannot download much like java, for limewire among other things.and alot of sites are restricted as well. all it says is contact blah blah blah support with a phone number but that place is out of business, which is the hospital.im not a wizz on computers but i know my way around a little bit, is there a way to bypass all this stuff so i have laptop freedom??? its a latitude d820. please help this is outta control

In this case, it sounds like the best solution would be to reformat and install the OS.

You could find whatever program is restricting the pc and uninstall it.

That is if there are not restrictions against uninstalling programs and stuff like the computers at my school.

Yea,
Hmm.
Buy a Windows Disk (or if you already got 1)
put it in the drive and click reinstall.

Then it should reinstall the OS.

Done :O
