Default Can't Create New Partition In Windows Vista

Okay, so I have a 250GB hard drive and I want to create a partition for Windows 7 or XP.. and I'm having some troubles.

Now clearly in this pic, I have more than enough room.

But, in this picture it says I don't have enough room to shrink anything..

I don't know what the problem is. Does anyone know of a free program to make a partition? Or possibly some solutions to my problem?

Windows cannot shrink the partition it is on. You'll need a program like gparted to do that.
