Default Buying a computer thats good

I want to buy a computer that is good at editing HD videos without any choppiness.

Dual core CPU 2.0GHz or faster
Graphics with 256MB memory (or greater)... is really I need for now (Obviously, I need other parts but that's what I know I need)

I'm not really interested in building my own computer unless it would save me a lot of money. I know iMacs are very good computers but they are expensive and don't run on Windows. That's the thing. Apple is the only company I know for sure that makes good computers but I don't want a Mac because they are too expensive and run on iOS. Does Dell, or HP (I'm really new to buying computers) offer any computers that are just as good as a mac?
What's the best PC computer company?

I would like to buy something under 600ish dollars.
I don't really want a Mac though because some of my programs I have will not work on there.

Is this a good computer for editing HD Video?

after seeing it's resolution, i would say, it's not the best for editing, but good for pictures

How exactly does the resolution affect editing? Sorry, don't really know much about that stuff.
