Default Buying a BluRay writer

I have been out of computer world for a long time, so I don't know almost anything about current technologies. I would like to buy a BluRay writer for a laptop (or an external one), but I need some recommendations. I want a quality writer... I don't know - would 100-150 USD be enough for that? If no, then I should wait until that technology becomes cheaper. I never burn DVDs at fast speeds (max 8x, but usually 4x), so I don't need a fast writer (I believe that the slower you burn, the better).

By the way, what are the minimum compute requirements to be able to play a BluRay movie?
