Building a New Computer

I am looking to build a new computer. I have basically no experience in this field, but my computer is old and I want to build one. My brother has built them before so I assume he will help me build it, but I am not to sure where to start. My budget is give or take $1400. If someone could help me out in anyway that'd help a lot.

whats the PC mainly going to be used for? Do you need alot of storage or graphic quality or rendering vids or 3d models etc?
