Hey guys, I'm new around here. In fact this is my first post, and I'd like to get your opinion on two of my computer builds. Please keep in mind both of these builds are "budget builds," and I'm hoping to get a mid-level gaming machine for the price.
One build is AMD, the other Intel.

AMD Build :

I am also not sure if I should use Windows XP or Windows Vista, any advice?

Intel one in my opinion. Looks really nice for the price. XP is better for gaming, vista is better for everything else. Or atleast thats what my friend whose used both tells me. Soon enough though vista will be better.
 
Don't buy that yet! If you're going to be building a budget gaming PC then you'll want to spend the most money on the GPU (the 8600GT is a no no for a gaming PC), I'll pick some parts from Newegg:
Mobo: http://www.newegg.com/Product/Product.aspx?Item=N82E16813138106 This is an AM2/AM2+ socket board so it can take the new Phenoms if you wish to upgrade in the future.
CPU: http://www.newegg.com/Product/Product.aspx?Item=N82E16819103211 Try and find me an Intel CPU for this price that performs to the same level, so you have more to spend on the GPU.
PSU: http://www.newegg.com/Product/Product.aspx?Item=N82E16817341010 This is made by the FSP Group which means a solid, good quality power supply.
Case: http://www.newegg.com/Product/Product.aspx?Item=N82E16811119115 This is the perfect case for a budget build.
RAM: http://www.newegg.com/Product/Product.aspx?Item=N82E16820227089 Normally I recommend Corsair XMS2 but this is the cheapest kit I could find at 800MHz with CAS 4 timings(important IMO)
GPU: http://www.newegg.com/Product/Product.aspx?Item=N82E16814150275 This is almost twice as fast as the 8600GT you were going to go with.

TOTAL: About $550 and you've got yourself a much better performing rig with the 8800GS.
As for the OS, I would recommend Vista as this system can handle it and there will be a cut-off point where games stop supporting XP. Plus SP1 is about to be released which fixes a lot of the tiny issues with Vista. Games are going to start taking advantage of DX10 more and more now and as I'm sure you know, XP cannot do DX10.
