Default Booting Windows XP Problems

Okay, I have formatted the hard drive and I am trying to install Windows XP. I went into BIOS and made sure that my CD ROM will load up first so It can install from the CD. But when I turn on the computer all it does is display a cursor in the upper left corner of the screen. I know that it is at least attempting to read the cd because I can hear it and the light on the drive turns on. What does this mean? or what can I do? Thank you!

Maybe the cd is damaged try a different cd or try cleaning the original also make sure their are no scratches on it
