Default Boot Up

hey just a little problem when i start up my pc it goes to the menu that i can choose out of start windows noramaly or safe mode. yer and i click noramly and then it just restarts and then goes to that menu again in a big loop.
i figured out how to get past it. i have to hold F8 and then choose ftx arry 1 (or somthing like that)
is there any wayto fix it with out holding F8
the problem started when i had my psp plugged into the computer in usb mode
thx

What have you been doing to the computer before this started? Have you tried last known good config?
