Blue screen / stop error message on boot-up

Can somebody please tell me how to access the hard drive when on boot-up I get the blue screen with error message 'stop Ox 00000024'.
On the Microsoft website it says to run CHKDSK but how do I do this if the machine won't boot?
I've tried re-installing Windows using the CD but still I get the blue screen.
Somebody please help me!
 
I've tried with both CD as first boot, hard drive as first boot but still the same problem with both.
 
What is the brand of hdd? Most manufacturers have disk checking utilities on their sites for d/load that run from a bootable floppy. Sounds like a dying hdd to me, can you try a different hdd? Also check that all ide/sata cables (whichever you have) are firmly plugged in, try swapping cables too as a dodgy cable will give this error.
