Question BIOS questions

I was looking around in my bios and i found an option that had this written Peg Allow>1x and IGB and you could choose to enable or disable it...

Also would it help me if i increased my memory latency? The tab to do that was called the PCI Latency Timer or am i off track

Might have found the answer to what the Peg allow is:

PEG (PCI-Express Graphics) Link lets you raise GPU and VGA memory for your video card.

RAM latency would also improve RAM speeds and might speed them up, but I'd assume without a CPU overclock, this wouldn't help that much.

I think if settings like Multiplier, and Voltage settings aren't there, then your CPU might be locked, or your motherboard will be, stopping you from really overclockingto the CPU's potential

Does anyone know if a Celeron D is automatically unlocked? (What rdcmmnst has). I think i've read somewhere it is, which means its probably his motherboard.
What can be used to unlock this?
