Best Web Links - HOW TO REMOVE?

ok a mate has this stuff on his computer. the site is bestweblinks.com apparently. i think ive heard of this before but im curious as to how to get rid of it because neither Spybot - S&D1.4 or Adaware got rid of it.

any help please?
