Buy an AMD 5400/6400+ Black Edition and a 9800GTX. You should be set.

i also just found out that i only have a 250 watt power supply:S and im wondering if all power supplies are the same size cose i dont have a big case

Most power supplies are. Some of the higher wattage ones are a tad bigger. Not by much though. I think it's to accommodate a larger fan. If you want the best cpu and graphic card you will need to upgrade your PSU. If you're getting the GTX 280, I would go with a 600W PSU or higher. That satisfy the power for the new graphics card and processor. If you go with the 4870x2, I don't know haha. That card pulls in A LOT of power. But then again, it puts out a lot as well.
